It was, but if it was making money from illegal activities there would be no need to borrow money. Phil took all the dodgy dealing away from the garage when he handed it over to Ben because Ben wanted it to be a clean legal business. Not sure why he wanted it this way considering all the other criminal deals he is involved in. There used to be two young lads working there, not sure what happened to them.
Like all businesses in Walford they seem to go though cycles of doing well and nearly going broke. Look at The Vic it constantly goes from giving away free drinks and bottles of bubbles and trying to think up theme nights to bring in more money, to avoid closing down.

Dotty was working on cars at The Arches, while studying engineering at uni. I think Shirley was supervising and doing the paperwork, and for some reason wanted to close them down, altho I cannot remember why. - Dotty tried to blackmail Ian into buying them for her when she found out about Denny being locked in the boat cabin. Ian shopped her to the Uni for selling drugs in Ruby's, I cannot remember if she was kicked out or just suspended. I cannot remember what happened after that, whether Dotty just gave up on her degree. Funny how difficult it is to remember past stories when they are badly written nonsense.
