It's not beyond the realm of possibility that he just pays someone to do it. It doesn't take superpowers, just someone willing to do it for the money.

This seems more likely. I wonder if his 'tame bit in the planning committee' might be involved. She's maybe had unwelcome advances or had a friend or relative as well.
