Norris bought Rita out in 2009. In 2017, Colin Callen bought the Kabin and Rita's flat above. He later sold the flat back to Rita and the shop back to Norris, so Norris owns the whole shop now.

I'm glad Carla didn't take Peter back but it meant poor Abi is being used by him, just when she is at her most vulnerable. Peter really annoyed me in that episode. He kissed Carla in the factory a few months ago when she was upset over something - he just seems to take advantage of women lately.
