Weatherfield declared UDI from the UK decades ago, therefore don't hold elections on Thursdays any more. Even if they were in the UK, the episode would have to be screened probably on a Friday to make it realistic time-wise.
The result was known early due to extremely low voter turnout through apathy, over the difficult choice of Sally or a bee.

Knowing Pat he probably took the previous owner of the house hostage and released them when they signed it over to him. Unless he was exaggerating when he said he was left with nothing after his divorce and a run down house was what he was left with.
