It might also be something to do wtih Finn. Accoridng to the spoilers, he gets into a bit of trouble soon.

Reading through the spoilers. I think Ross takes the blame for Finn's involvement with Charity.
Could it be that Charity asks Ross first and when he declines she asks Finn. Could be that he feels guilty. Maybe, the writers want us to think that Ross ends up in prison and this scene could be after he is arrested, making us realise he doesn't stay in there long.

Yeah, if this is the way it's going to go obviously I don't want Ross to change but definetly develop. In fact, if Ross does go to prison for Finn's crime, that in itself will be a development for both Ross as a character and for us as a viewer.
Maybe, a potential future storyline if Ross does go to prison, is that he meets an old "friend" who has something on Ross or vice versa and could be a future dodgy-dealing storyline.
