Not necessarily, you can donate part of your liver as the liver re-generates itself unless it has reached the point of cirrhosis, so if Phil´s liver is not totally damaged to that point, Jay would be able to help

your liver has three lobes, and you can cut one lobe away and the ;liver happily carries on - so can remove a lobe that is diseased, or a healthy one to give to someone for transplant

but it is risky in both cases
