I think the hospital killer is most likely Dr Savage. The killings only started recently so it must be a new character, he is the highest authority so he will easily get the substance, he cleared everyone out so he could "complete tests". Also, they didn't want Will dead until he woke up, so perhaps it was something Will said, and the closest person of all staff is Dr Savage as he is Dirk's brother and was the only staff there to hear Will's allegations which motivated the hospital killer.
