It could have been Roxy and Ronnie, because of the look they gave each other when the police arrived. Also Ronnie was pissed with Sam just before when Joel was calming her down or something.

I think its Ronnie/Roxy, Just with the looks they gave each otherand the way joel was with sam and how ronnie looked, Roxy felt left out of the mitchells circle since sam's arrival.

I think Whitney, Bianca are too obvious

It would also explain why Jack only says it wasnt whitney who told, rather than tell who was the grass, he has a history with both sisters and wouldnt put them in any danger intentionally
