I have also looked at it several times, and it is hard to tell. You could easily think his body was wrapped up or in a bag. But I think there was some air trapped under his jacket causing it to balloon up, you can get the same effect if you are soaking a coat in the bath. Thinking about it, it was a long way down from the viaduct and the river was running quite fast, so it would difficult to catch up with the body and bag it up. As long as we know he is definitely dead, I do not care if he was in christmas wrappings, or trussed up like a turkey.
