Yes Belle would be safer in a mental health unit, but why should she have to go there when the only one with mental problems is Tom, along with his physical and mental abuse problems. He needs locking up indefinitely.

Totally but if Tom had Belle locked away, I'd think he'd have custody of Piper.

If Tom has Belle locked away he would have to find someone else to bully and control, as I think he needs that to feel complete. I do not think he is someone who could function on his own.

Me neither. I think that might be where the story goes next. He will see someone else and the circle of control and violence will continue on them and ultimately they will testify on Belle's behalf.

After this week's episode, I wouldn't mind him being Tracy's next fling. But even she doesn't deserve that.
