I think part of the problem with Sean is that he largely comes across as having next to no character development. Soap characters often change over time. For instance Eastenders, Stuart went from being Micks friend to being a nutjob to being if not nice, at least a bit reformed. Corrie has had their own examples, like Evelyn who went from being downright acrid to more comedic and over the years there have been others.
Sean while he has had some changes still basically seems to be much the same as when he first came in. Any character stories seem to be wiped largely and forgotten, his friendship with Violet, his homelessness etc.

I hope Geoff did not kill Elaine, kidnap lock her up?
How could Faye just stand and watch Geoff so that to Elaine! It was horrible! I think I hate Geoff more than I did Pat Phelan!

You can be consistent but still develop characters. For example Gail's nature has pretty much been static, she's always thought no one is good enough for her precious Nick and that she is a bit better than some people but there's still been evolution of her character. You can be consistent and still have some changes. Sean has always been the same.
