I've always thought that the cottage has been owned by the Dingles for at least recent years (when I've been watching Emmerdale) because I didn't think that a landlord would be happy with the present condition of at least the inside decoration of the property.

Anyway, I did some checking on the history of Wishing Well cottage.

emmerdale.net says:

The Dingles had lived at Wishing Well cottage for over 20 years rent free by sub letting from a farmer called Holdgate, one of Frank Tate's tenants. After Holdgate's demise, Frank tried to repossess so he could rent to the Glovers. However a lot of villagers stood up for the Dingles. So Frank capitulated and allowed the Dingles to return to the cottage for a nominal rent. Nellie then named the Dingle residence Wishing Well.

Originally in 1995 there were Zak (still there) and Nellie, their children Butch, Sam (still there) and Tina. The cottage wasn't shown until after Ben had died. Nellie left in 1995 to go to Ireland and never returned.

Mandy and Marlon moved in in 1996. Albert stayed in 1997. Lisa Clegg moved in to live with Zak in 1997, Paddy Kirk was there for a while in 1998 he moved in with Mandy.

I think Lisa and Zak got married in 1997 or even early 1998. Belle was born on Christmas Day 1998, so we can guess that Belle was conceived about 42 weeks earlier, say on 6 March 1998.

What's on TV for 18 Nov 2010 says that Jai wanted to buy Wishing Well cottage and then found out that Debbie already owned by then. I assume Debbie bought it earlier using money from her car business.

Spoilers for 22 March 2016 say that "Lisa pursues her plans to sell the family home", so I'm guessing that, sometime after November 2010, Debbie gifted the cottage to Zak (her grandfather through Cain) and Lisa (her step-grandmother). I'm not sure that Lisa could sell the cottage on her own without Zak's consent if there is joint ownership on the title deeds for the cottage with Zak. Hopefully there will be more spoilers about this soon or that the scripts will tell when the episode gets aired on 22 March or later.

It isn't clear yet why Lisa wants to sell the "family home". I suppose it could be because Lisa doesn't want to live there anymore due to bad feelings about Zak/Joanie, or maybe more likely it is because she thinks Zak is going to be out of her life and Lisa would like to down-size for herself and Belle to somewhere cheaper and have spare cash?

I also wonder if the "new Dingle" might be the return of Nellie from Ireland and it is perhaps she who buys the cottage from Lisa/Zak. If so, maybe Lisa and Zak could stay there and together with her and Belle?
