Breaking this down:
He stays at Val and Eric's B&B, Val is an renowed gossiper, maybe she overhears Cameron and gets more than she can bargain for? And probably end up being caught that way as Eric wouldn't let anyone hurt Val?
Or could it be Kerry? Renowned for sticking her beak in at the wrong times? Unreliable, I mean there's not much they can do with Kerry's character.
I doubt it could be Amy, Victoria or Adam as they've never really have spoken to Cameron.

Alex works at the garage now with Cain, maybe he overhears Cain and Cameron argue then maybe speak to Cameron about it?
Cain - would probably more than likely kill Cameron than the other way around. But, as cain wants revenge for his actions may he perish? Or is he too much of a big character to fill the void?
Charity - ruthless to most people especially at business but is quite naive over Jai and Rachel? Maybe, Charity gets her commupence? However, Christopher Bisson (Jai) mentioned that the whole rachel storyline will go up to next year.
Debbie - probably most people's bet as she has massive links with Cameron obviously, but maybe she finds some clues ask cameron about it, he confesses then murder her?
Andy - Father to Sarah, probably the most fairest of Sarah's and Jack's relatives to Cameron, maybe he pays a visit to Cameron about Chas and he confesses to everything? I mean Andy has not really been involved in many storylines for years.
Diane - works at the pub and was Chas's partner at the Pub? But would she be forgiving to Cameron after Chas gets found guilty? Would their sadness show Cameron's confession?
Ashley - probably an unlikely bet apart from he's an ex-vicar and works at the pub? I mean he'd be a sound bet for wanting redemption from but with the whole storyline about Bernice at the forefront I wouldn't bet on Ashley.
Priya - works at the pub? Maybe, she's down in the dumps because of Alicia's return and succumbs to Cameron?
Moira - works at the pub and is getting closer to Cain? Maybe, the link between the pub and Cain could prompt Cameron into killing?
I can't see it being Marlon, Rhona, Paddy or Brett, or any of the children. Nor Katie, Declan or Megan due to the last big storyline.

Gennie - was the first to know about Cameron's and Chas's affair - maybe she'll be the first person to know that Carl's death was caused by Cameron?
Brenda - probably the nicest character on Emmerdale but has shown this year she has a stubborn streak could she be Cameron's next victim?
Jimmy - the only King surviving apart from his daughter Angelica - shows mercy to Chas but will his plan of trying to get Chas out may cause Cameron to kill him?
Nicola - a busybody but is a strong character and has links with jimmy - could the fact she would be willing to tell the police let Cameron kill her?
Jude - the Vicar - a chirpy character, doesn't have a large role on emmerdale but could cameron want to confess to a vicar?
