I've been wondering where this Dawn storyline is going and it came to me when she commented to Kim about being drawn to him. Joe could be using her for her knowledge of where to score illegal drug, either for her own condition, or to drug Noah so that he could kidnap him for his nefarious plans.

I do not think Joe needs to score illegal drugs, his dodgy doctor can get any drugs they need to kidnap Noah, pretty sure they already have.
