That takes stupid to a new level. The child could fall out of it, and children have to wear seatbelts in actual car seats for a reason. The child was steering the car a bit - there's driving tests for a reason, that person could easily have had a crash. It's also illegal for a child of that age to travel in the front of a car for a reason, along with talking on the phone behind the wheel being illegal, which is not nearly as bad as that.

There no need for stuff like that, it's really bad, letting your child for one not wearing a seat belt then letting him sit on the steering wheel. it's amazing what some parents let there kids do.
