    It looked like Maria was chairing that Council meeting. Normally I would have thought that The Leader of the Council or The Mayor would Chair, not a newly elected member.

    Maria seemed to be able to introduce new items for discussion without having them included on the agenda. If they were added under additional business, they would be discussed at the end of the meeting, and in my experience most meetings ran out of time before they got that far,

    Indeed. She is very passive aggressive and a mistress of manipulation. She has everyone around her doing just what she wants, however bad it is. And when found out looks helpless, plays the injured party and begs for sympathy.

    can't be the storyline, as there are far more important subjects that could be scripted.

    I haven't watched from the beginning, I think I started watching sometime in the 90s when it was on a Canadian station, after they stopped airing Emmerdale. I don't remember Tracy being so 'in your face' back then.
