Why are Hope and Ruby being sent to a house just down the road from where they live? I thought they would be sent out of their area to a temporary foster family who have been vetted in advance.

I know they were bruises from make up. I just meant if the photos didn't show Hope's face, they could be someone else, or indeed fakes!

Just checked. You can't see her face. From the photos she showed the doctor, the arm could belong to anyone!
