SIMON Cowell has still not signed his new £12million contract with ITV - putting a question mark over this year's X Factor.
The music mogul was expected to tie up a two-year deal in January, just as he announced plans to take The X Factor to the US.
Simon is expected to start filming this year's UK show in just three months time.
Insiders claim he has agreed his personal fee - believed to be around £6million a year - but is holding out for an extra £3million production budget to make The X Factor.
The extra cash would mean £300,000 more for each of the 10 live final shows.
A show source said: "Simon is committed to the show but only if ITV will pay up.
"He wants it to get over 20million viewers this year, but has told them to do this they need to put more cash in.
"They are trying to work out if that's necessary as it is already the biggest TV show."
We told how Simon met execs last week to discuss the new series, which starts preliminary auditions without the judges next month.
He has already sorted out cash for Britain's Got Talent, which kicks off within weeks.
However, his personal deal is wrapped up with The X Factor deal, so that has still not been signed.
The source added: "Got Talent is all systems go. X Factor is the sticking point."
An ITV spokesman said: "Discussions are well advanced."

"It’s a real dilemma but one option being considered is the possibility of giving Dannii a mentoring role on the show but not on the panel. Normally a decision like this would be taken much further down the line. But Dannii's pregnancy means the question has to be addressed now."
Fellow judges Cheryl Cole and Louis Walsh have been told their jobs are safe and will sign contracts *confirming their return next month. Should Dannii be replaced, Paula Abdul is apparently being considered for the role.
A spokesman for Cowell said that nothing is definite. "Lots of things are being discussed," he said.

According to The Mirror, Simon Cowell also has Paula Abdul, Mel B and Charlotte Church in the frame to fill in for Dannii Minogue, who is not appearing at the auditions this year due to her pregnancy.
A source told the newspaper: "The stars would attend all the audition days in one city each. It would create an extra buzz and make the initial shows even more exciting.
"Simon thought it worked well on American Idol, so it is something he is willing to try."
Yesterday, a tabloid suggested that Cowell was also considering axing Minogue altogether. However, the popstar later told her Twitter followers that there was "no truth" in the claims.

The former Hear'Say singer, now best known for playing Weatherfield's Michelle Connor, discussed her ambition following reports that a variety of stars will be recruited to fill in for pregnant Dannii Minogue at the auditions.
Writing in her New magazine column, Marsh explained: "I read that Simon Cowell is thinking about having a guest judge to sit in for Dannii Minogue at each regional audition for The X Factor. I would really love to be considered as a stand-in at the Manchester rounds!"

Six singers who made it to the judges' house stage of 'The X Factor' in 2008 and 2009 have made it through the first round of this year's auditions.
Treyc Cohen, Liam Payne and four-piece band Harmony Hood were all successful at Monday's auditions in Birmingham, reports The Sun.
Liam Payne and Treyc Cohen had previously made it into Simon Cowell's final six in 2008 and 2009 respectively.
After flying him out to Barbados in 2008 to perform ‘Cry Me A River’, Simon decided not to pick Liam, who was 15 at the time, saying that he was 'too young'.
However, this week Simon reportedly said: "This goes to prove my point. Two years ago I said you needed to go away for a little bit. You've changed into a man and are so much better for it."
Meanwhile, Simon told Treyc, who he rejected last year: "I didn't think you quite had it last year but this year I think you have."
Harmony Hood, who were axed in favour of Jedward by Louis Walsh last year, were also successful after returning as a new six-piece band called New Status.

According to The Sun, the budding star re-auditioned in London this week as part of a new band called Princes and Rogues. Following a performance of Saturdays hit 'Forever Is Over', the group are said to have been put through to Boot Camp with 'yes' votes from Simon Cowell and Louis Walsh.
A source said: "Johnny was elated to go through, although the band know they need a lot of work. Cheryl [Cole] said they didn't have enough swagger for a boyband and Louis, although he put them through, admitted he was disappointed and expects more."

According to The Sun, judges Simon Cowell, Louis Walsh and Cheryl Cole were stunned when the 35-year-old contestant called Stacey walked on stage sporting a huge baby bump.
Stacey, who made it through to the Boot Camp stage of the competition in 2008, failed to make a good first impression with Cowell, after he criticised her for emphasising the deaths of numerous friends and family members in the past year.
"I don't think you should be talking about losing people when you've got a baby on the way," he said. "It's a bit depressing."
Cowell was eventually won over by Stacey's rendition of En Vogue's 'Don't Let Go', as he, Walsh and Cole sent her through to Boot Camp for a second time.

The Girls Aloud singer, 26 - soon to divorce love rat footballer hubby Ashley Cole - was said to have been shocked when X Factor boss Simon Cowell used her maiden name earlier this week.
Introducing judge Cheryl at London auditions, he said: "Who would like to hear from Cheryl . . . Tweedy?"
But a source close the star said: "Cheryl had no idea Simon was going to say that. It wasn't planned and she was shocked."
The source added: "She's Cheryl Cole now and has spent years building up a successful brand - she's not prepared to turn her back on it. Tweedy doesn't feel right."

Geri Halliwell is feeling disappointed over the backlash she allegedly received during her stint as an X Factor guest judge, a report has claimed.
The former Spice Girl stood in for Dannii Minogue at the Glasgow auditions earlier this month, but she was reportedly booed and heckled throughout the day.
According to Now magazine, the setback hit Halliwell hard as she had hoped to land a permanent place on the panel or a position on the forthcoming US X Factor.
A source told the publication: "She was really excited when Simon Cowell asked her to guest judge. She'd expressed interest in this role ages ago and seemed to be pinning everything on it. But her appearance turned into a disaster and she's gutted."
The insider added: "She tried playing the baddie judge, but only Simon Cowell has the charisma to get away with that. She made too many ill-thought out comments and failed to gauge the audience's mood."
Natalie Imbruglia and Katy Perry have also appeared as guests on the panel this month.
