Pete sold the drugs, Ross briefly took the blame for it though after James quickly accused him.

No Ross sold drugs when we were first introduced to him I think, he wasn't just a carjacker

Pete was dealing drugs to make money, James caught him with Ross and assumed it was Ross that was dealing and threw him out until the truth was revealed

I do not recall Ross admitting to selling drugs but when James accused Ross of dealing, Ross said that something like "selling drugs isn't the worst of me"

He 100% did not sell drugs when he was first introduced, all we knew about him then was that he worked for dodgy people and that he jacked Laurels car.

Yea James accused him of having the drugs but Ross didn't correct him. Ross caught Pete with them. After that I think Ross moved in with Andy. Don't remember him ever selling them though
