Yes, that seems to happen a lot in Soaps. The story as originally envisaged probably has a finite life and is sketched out in advance. However, the story (or the actors involved) get a lot of good feedback and the producers are very reluctant to let the story go, so they spin it in beyond credulity. We saw it in Corrie with Pat Phelan and in EE with Deano Wicks, amongst others. They then get to the point where, as you say SoC, they have to make it up as they go along.
