Need help with a song

I hope someone on here can help me. there was a song out years ago, Oz band. I don't know the name of the band or the song but I remember the video so maybe someone could help me
The video was of a older black guy dancing outside a cafe, and people passing tell his story, as it goes he was in love with a girl and use to dance all the time on the street but she left him cause he was to consumed with dancing. And now he keeps dancing in the same spot to see if he can get her back.

Is any of this familiar to anyone? It would be a dance song...

it would have been late 80's early 90's

I remember a bit more.. the two people talking the woman says "some say she doesn't exist"
Also the old guy was wearing trouser braces and he dance from sunrise to sunset. The guys who sing the song are white and are sitting in the cafe looking at him
