Its been pretty much confirmed that the Master is coming back, probably in the final 2 parter. Soccer AM has said that John Simm has got the part (One of the guys from Life on Mars).
I kinda expected them to bring back Davros before the Master, really. RTD seems obsessed with the Daleks, so it seemed more likely to me. But the Master should be pretty good, still. I've not seen John Simm in anything before, though.
