Right no i haven't, but when I click 'shoutbox' I go to the archive get the total shouts and the top ten shouter and it says 'your shouts 0'

No every registered member can get that. The bug clearly hasn't been sorted out yet then, it's limiting the shoutbox to members with 500+ posts but it is on NB's list of things to sort out.
