Tony Blair says he wants all overseas criminals convicted of serious crimes to be deported immediately.
He was responding to Tory leader David Cameron who said the prime minister had "completely lost control" after he failed to get Charles Clarke to resign.
Mr Blair said problems had not been created by the current home secretary, but were inherent in the system.
Mr Cameron said that explanation was "pathetic". "This scandal has happened under his watch and he's responsible."
'Unedifying episode'
Lib Dem leader Sir Menzies Campbell said what was needed was "less legislation, better government and a new home secretary".
The question time exchanges came immediately before Mr Clarke began announcing plans to strengthen the law on deporting foreign prisoners.
