I was thinking about the final episode of the last series- "the Parting of the Ways"- and something occured to me. When Rose has all of the energy from the time vortex in her, she clearly says " I BRING LIFE" closely followed by the doctor saying "BUT YOU CAN'T CONTROL LIFE AND DEATH". So they both say that she hasbrought people to life. So why the hell didn't they go back for Captin Jack?! They both said that she rbought life, surely it would have occured to the Doctor that she brought life to everyone that died during that event- including Jack.
