If you change gears on a bike without thw wheels going round will the bike break .. Please Help

No, It won't break. I do it all the time! It will just change to the gear you selected once you start riding.

but will it not break the wire that changes the gear

I suppose it could do if it stretched enough but the wire is pretty strong!
