It is difficult to give Lucy a bigger part as she is still a kid and the actress, as with all other child actors, go to school as well. There are also laws on how many hours child actors can work for. Also soaps usually (although there are some exceptions like Sonia and Demi) keep children in the background until they are 15/16 incase they want to give them a new head, that way the viewers don't notice so much as they have hardly seen the character on screen anyway.
