Hacking & the law

I'm almost certain that a guy I know has hacked a friend's account and this has caused major problems. I know he has done it before to one of my accounts. Trouble is, nobody will believe me without proof, which is pretty hard to get, short of looking at his computer.
I know there is a law against hacking into people's accounts on the net but I just can't find it anywhere. Does anyone know where I can read about it? Any help or ideas will be appreciated. :)

This boy i know always hacks our school computer network, and turns all the computers off etc. Its very funny, the teachers, including the technicians, can't do anything about it,because he makes out that he's heling them fix the holes in the system. He can do it from his home computer as well.
