I don't think Peggy would be that kind of person. I don’t think she had anything against Andy, as she did not allowed Billy to let her know what kind of person that Andy was (when she said he was not part of the family)

Andy was trying to show off with Johnny trying to steal money off him, so Johnny showed him who was boss by killing him.

Maybe Peggy and Johnny don't even know each other, but they could as pat knew Johnny before he moved out of the square and now he is back.
