Shoutbox gets enabled for users with 150 posts and above. Its got a limit to prevent abuse from new users (spamming etc).

how do you use the arcade?

To use the arcade you need to make three posts a day. Its not cumulative - just post 3 times in a 24hr period and then click on the arcade link
