How Do You Make Pictures Small For Posts

I put pictures with some of my posts, but can't seem to reduce the size of some of the time. I go the increase/decrease size bit and shrink it down to a reasonable enough size, so that it doesn't cover the whole page, but when I post the whole item it still appears to be a big picture. It obviously can be done because I've seen people make banners at the bottom of the page. Also how can I paste pictures from paintbrush or wordpad to here. There must be a way.

You need to host the image on the internet before you can post it here. Use www.imageshack.us ,you don't have to register and you can host your image in seconds.
