Having watched tonight's episode will we see tom get arrested for his nasty crimes?

Tom Quill is alive at the moment.

Then I am guessing the possibilities are:

1) that he (Tom) might die later from some untreated injuries,
2) they find body of Chas (or the person responible for causing the explosion) in the boiler room. But it is not so realistic as it has been already some time after the explosion then all the victims should have been found by now. Only other explanation is that the 3rd person has been badly injured and dies later from the injuries,
3) or might be they count Sarah as the death. Even it doesn't have anything to do with the explosion apart from the fact she was at the hotel when the explosion happened?

Any other ideas?

Quite a big deal has been made of the fact that part of the hotel (the underground garage I think) hasn't yet been cleared because it's still too unstable. That's where Tom Quill's body was thought to be. Therefore, it makes sense that there could still be a body lying there undiscovered. I can't think if anyone else it could be at the moment than Chas.
