Yes, I think Kathy said at one point that he had a sister (Sally.) It was quite conceivable that they were the same person; soaps have a habit of forgetting what they have previously called unseen characters.

Kathy's mentioning Sally frequently seems odd seeing as Sally is no longer speaking to him. Margaret wasn't mentioned but still had something to do with him.

Dot definitely said Ivy Sullivan had three children. We know Gavin has two sisters - Margaret and Sally. It's likely we're going to meet Sally at some point.
