Can anyone explain why 28 actors were credited for this one episode when the BBC has a maximum limit for 16 actors an episode?

Something I am currently unable to get from my sources.

For speaking parts yes. It was imposed in autumn 2009 when the height of recession began in a bid to save costs after Mark Thompson had to make £400,000 in cuts back then.

But then what clearly never made sense was six months later spending a million pounds on one days filming for the live episode.

They hired lawyers at a cost of £200,000 back in 2005 when an FOI regarding the budget of the show asked for the breakdown of the programmes costs and the BBC refuses ever since to reveal this information. In America it is easy to get hold of the information how much a show costs and the actors wages.
