why is louise in foster care?

I think Louise said Lisa just left, didn't leave any money or say when she was coming back. I don't know how the social got involved from there although I would imagine she told somebody at school who contacted the social.

Lisa just dumped Louise at the tube station and Ronnie found her.. it was Ronnie that found Louise and she called social services.. we see a car just dump her at the station

I think it was Ronnie who called social services and gave Louise to them instead of Phil.

IMO this is a stupid storyline and doesn't make any sense to me. Doesn't Lisa want Louise anymore?
