Ian threatened Karen with this last night. But why would Sharon's baby be put in a foster home? There is much more chance that social services would agree to let Karen have the baby. She is his grandmother and can give a reasonably stable home. She has been a good mother to the other kids. I'm sure social services would rather the baby stayed in the family than be farmed out.
But Walford Social Services are controlled by the BBC

In theory having a murderer as a boyfriend should not allow you into the Police Force

Does Jack actually do anything as a policeman other than look out for his family and neighbours?

No. Nothing at all. The fact that he rejoined without any sort of training is a total farce.
