If Jack is being promoted, who is going to be DCI?

Hopefully Terry or Jo to get promotion. It's about time Jack and Smithy were promoted.

Terry and Jo are only DCs so they couldn't go straight to DCI. Neil would be the only logical person unless there's an outside promotion. I'd rather there be a reshuffle in CID than bring in new characters.
