She seems to want Kirsten to relapse. She handed her a bottle of alcohol and she kept putting doubts in her mind, making her feel like she wasn't strong enough to resisit having a drink.
I don't think she was jealous of Sandy, but maybe of the close relationship Kirsten has with him and how understanding he is.

i dont think she fancies kirsten i just think shes jealous of kirstens life a husband and 2 boys while she has no one and now kirsten has told her she will stay until charlotte feels secure about her alcoholism. deep down i think shes lonely
