I reckon I will get through New Moon and have started on Eclipse by the time the film comes out, but so far the book is amazing.
I read the first few HP books to my boys at bedtime. My youngest had read all the published ones by the time he was 8, and he was fighting me for the delivery of the newly published ones by the time The Order of the Pheonix was published when he was 8 and a half.
The first few books (at least) won the Smarties Gold Award for fiction for ages 9-11.
Charley should have no problems.
(My elder son only ever read the first two, he just wasn't that interested).

I read all the HP books to Marley first then she read the first three on her own. Marley reads every night. A good tip Shiv is to read the book with her to help her understand what is going on as the films leave so much out. Then when she starts to feel more confident let her read the books by herself.

Just finished New Moon and found it amazing, I hope the movie lives up to the book, but from the trailers I reckon it will live upto the book.

Aparantly it was made official months ago, unsure were I read that, but I know they are in the middle of filming Eclipse, so I reckon there is going to be a 4th.

As a teacher I would yes. But you should consider your childs fantasy. If she is easily frightened than do not let her read them. I thought book 2 was rather scary myself. My husband was away during week nights and reading it in bed by myself was a bit scary. And yes I get spooked quiet easily.
