It was an accident and Carl was worried he would get the blame so they covered it up.

Maybe not.. but its still a very serious offence, covering up a death and i'm pretty sure most juries would take it as him being guilty of murder and convict accordingly.

Soap police in general resemple the keystone cops for there incompetance, the actors who play them come across all inspector morse..
But with the end result looking more like inspector clousseau. :D
